Thanks for the suggestions. I have tried them; none have fixed the issue. The issue definitely started with the last update from Apple. Settings > Phone > Live Voicemail > toggle from on to off > restart phone. Right after restarting, I checked my voicemails and the ones that were gone started popping back up.
